The Title IV-E Quality Assurance Specialists are responsible for reviewing case files on-site visits to ensure that Title IV-E eligibility was properly determined by the area office and reviewing Title IV-E claiming materials to ensure that federal and state rules were followed. 

The individuals will also be tasked with reviewing financial invoices for state and federal funding.  Staff members will also be responsible for entering findings, running routine reports on performance indicators, identifying trends, among other tasks. They will also provide education, information, and technical assistance to county office personnel and eligibility workers. 

The Title IV-E Quality Assurance Specialists will be part of the larger project team that is coordinating a statewide project with various tasks.  Eventually, Quality Assurance Specialists will be assigned to a geographical area within the 67 counties of Pennsylvania.

Responsibilities:

  • Ability to learn and apply Pennsylvania’s policy and procedures for Title IV-E eligibility and claiming for foster care, adoption assistance, for both care and maintenance and administrative spending.
  • Gather, review, and analyze county Adoption Assistance and Foster Care case information within a geographic region in the Commonwealth.
  • Travel frequently within the Commonwealth, including overnight stays as well as travel long distances from day to day.
  • Analyze complicated financial reports and data sets for compliance with state and federal standards.
  • Participate in entrance and exit conferences.
  • Provide technical assistance on-site visits.
  • Collect and enter findings into a database with accuracy, timeliness, and specificity.
  • Perform data management, including creating and managing queries.
  • Participate in the creation of review reports of county visits.
  • Identify trends in compliance issues and business practices.
  • Maintain positive working relationship with the client.

Qualifications:

  • Bachelor degree or higher, preferably in business, business administration, accounting, social work, public policy, or other closely related fields; OR
  • A minimum of three years relevant work experience in the fields of child welfare and Title IV-E eligibility, policy, or invoicing; OR
  • A minimum of five years work experience in financial management and invoicing for federal and state funds.
  • Detail oriented and quick learner.
  • Effective oral and written communication skills.
  • Experience with Microsoft Office applications, preferably Excel, Word, Outlook, and Access.
  • Excellent communications skills and be able to communicate effectively with counties to identify and correct compliance errors as well as recognize and promulgate best practice.
  • Work well independently and within a team.
  • Must have own transportation for in-state travel.
