Description:

The Operations Supervisor will manage a Title IV-E Compliance Project for the Commonwealth of Pennsylvania’s Department of Public Welfare (DPW), Office of Children, Youth, and Families (OCYF).

This individual will be responsible for managing the project team and coordinating an array of quality assurance and technical assistance services related to Title IV-E Foster Care and Adoption Assistance. 

More specifically, the Supervisor will lead the project team and assist DPW and OCYF with:

  • Federal policy, procedure, and regulation consultation
  • Administration of the Random Moment Time Study (RMTS
  • Title IV-E Quality Assurance Reviews of 67 Counties
  • County staff trainings on Title IV-E eligibility and RMTS
  • Title IV-E Compliance Consulting
  • Coordination of all Project Activities with Project Team, Project Management Team and Client.
     

Responsibilities:

  • Ability to effectively communicate project status, issues and information with the client.
  • Ability to manage a team and effectively coordinate project tasks across multiple counties.
  • Ability to learn and apply Pennsylvania’s policy and procedures for Title IV-E eligibility and claiming for foster care, adoption assistance, for both care and maintenance and administrative spending.
  • Ability to work seamlessly with a team that is located in various cities nationally and in various counties in PA.
  • Ability to effectively hire a team of Quality Assurance Reviewers.
  • Ability to analyze complicated financial reports and data sets for compliance with state and federal standards.
  • Ability to communicate effectively with counties and project teams to identify and correct compliance errors as well as recognize and promulgate best practice.
  • Participate in weekly status updates and monthly status reports.
  • Identify trends in compliance issues and business practices.
  • Maintain positive working relationship with the client.
  • Manage and track project budget and invoicing.

Qualifications:

  • Bachelor degree or higher, preferably in business, business administration, accounting, social work, public policy, or other closely related fields OR
  • A minimum of five years relevant work experience in the fields of child welfare and Title IV-E eligibility, policy, or invoicing OR
  • A minimum of five years work experience in financial management and invoicing for federal and state funds.
  • A minimum of 3 years directly supervising staff.
  • A minimum of 3 years performing project management or contract management.
  • Detail-oriented and quick learner.
  • Experience with Microsoft Office applications, preferably Excel, Word, Outlook, and Access.
