The Centers for Medicare and Medicaid Services (CMS) released a letter to all State Medicaid directors on 9/1/09 providing guidance on the provisions of the American Recovery and Reinvestment Act (ARRA) under which States may obtain 100% FFP on Medicaid incentive payments to providers for adoption and meaningful use of electronic health records.
