CMS Releases New Health IT and HIPAA Guidelines

 

The Centers for Medicare and Medicaid Services (CMS) issued the Medicaid Information Technology Architecture (MITA) Framework, Version 3.0, on March 28. Eleven States Launch Medicaid Electronic Health Records Incentive Programs

 

Eleven states launched their Medicaid Electronic Health Records Incentives Programs on January 3. The HITECH provisions of the American Recovery and Reinvestment Act (ARRA) authorized an estimated $20 billion in Medicare/Medicaid payment incentives to promote the adoption and meaningful use of certified, interoperable health information technology to help improve coordination, efficiency, and quality of care. HHS Releases New Report on Individuals with Complex Medical Needs

 

The U.S. Department of Health and Human Services released a report on December 14 outlining strategies to improve care for individuals with multiple chronic conditions, such as heart disease, hypertension, diabetes, respiratory conditions, mental illness, dementia, and developmental disabilities. The report cites research showing that, as the number of chronic conditions in an individual increases, the patient faces greater risks of unnecessary hospitalizations, duplicative tests, adverse drug reactions, and conflicting medical advice that can be overwhelming to the patient and family members. CMS Publishes Rules on Enhanced FFP Rates for Medicaid Eligibility Systems

 

The Centers for Medicare and Medicaid Services published proposed rules on November 8 under which 90 percent Medicaid Federal financial participation will be available on State expenditures for the design, development, installation and enhancement of new Medicaid eligibility systems, and 75 percent FFP will be available on expenditures for the maintenance and operations of new Medicaid eligibility systems. New York Presents Health Information Exchange Plan to HHS

 

The New York State Department of Health and the New York eHealth Collaborative presented a comprehensive plan on October 26 to the HHS Office of the National Coordinator for Health Information Technology under which New York would invest $129 million in state and federal funds to enable medical professionals to instantly access secure medical histories, diagnoses, and other information vital to patient care.
