PCG is expert in the general principles of setting federal reimbursement rates. We know how to identify additional reimbursable costs using the principles of OMB Circular A-87, which provides guidance on the permissibility of costs. PCG has implemented statistical allocation methodologies to apportion costs reasonably and accurately so that agencies can identify reimbursable service costs, in conjunction with other federal revenue sources. PCG can also implement and administer CMS approved Random Moment Time Study (RMTS) methodologies, along with other time study methodologies that may be better suited to milieu staff at residential programs. 

PCG also understands the specific intricacies of federal reimbursement rate setting in a juvenile justice environment. Most federal revenues are not available for inmates of public institutions, but PCG has worked with juvenile justice programs to develop systems to identify youth outside of this exclusion – for example, youth that are placed or awaiting placement in the community or who leave detention centers to receive rehabilitation services offsite. PCG can help you with these issues, plus navigate regulatory and programmatic challenges to maintaining youth’s eligibility for federal and private benefits during periods of detention and incarceration.
