Title IV-E Administrative ClaimingAcross the country, juvenile justice agencies are striving to enhance the funds used to support the administration of the system of care for youth in out-of-care placements or at- imminent-risk-of placement as a result of involvement with the legal system.  The Administration for Children and Families (ACF) accepts Title IV-E administrative claiming for costs tied to the performance of administrative activities and costs associated with the administration of the out-of-home-care program within the juvenile justice system.  ACF outlines the allowable administrative activities and has made specific restrictions for when administrative costs may be claimed related to the type of facility that a youth might be placed in. In addition, ACF requires specific methodologies for capturing the amount of time attributed to IV-E allowable activities. 

PCG has a complete and accurate knowledge of the federal Title IV-E claiming guidelines issued by ACF, as well as the Office of Management and Budget’s (OMB) Circulars outlining appropriate cost principles that must be incorporated for administrative claiming.  PCG has assisted many states in maneuvering the federal regulations to maximize the reimbursement opportunities through accurate mechanisms and process.  PCG has created numerous tools based on the OMB Circular A-87 to assist states in developing effective and efficient mechanisms for determining, allocating and reporting Title IV-E administrative claims in compliance with federal laws and regulations.
