ARRA for Education


The American Recovery and Reinvestment Act of 2009 (ARRA) infuses nearly $800 billion into the nation’s public education system. Various funding amounts are directed toward specific education programs and some of the appropriations will be made available to school districts in the near future. PCG Education offers several products and services that align well with the objectives of the ARRA in support of 21st century schools and learning.


Education of Disadvantaged Students

ARRA provides $13 billion to support school districts providing services to children in accordance with Title I of the Elementary and Secondary Education Act (ESEA). This appropriation can be used by school districts for the purchase of products and services that meet the education needs of disadvantaged students, including products and services to monitor student progress. PCG offers the following products and services, among others, to assist teachers in addressing the needs of students who may be experiencing barriers to learning:

  • EDplan™ - an electronic response to intervention (RTI) management tool that helps teachers to identify appropriate interventions for students and to measure the success of the intervention.
  • BehaviorPlus™ - a behavioral intervention solution that can be used to document a student’s behavioral patterns to identify behavioral “triggers” so that appropriate adjustments can be determined.
  • Literacy and Learning - consulting services and technology to help middle and high school educators to effectively support literacy and learning for all students.


Education of Children with Disabilities

$12.2 billion of ARRA funding is allocated to children eligible for special education under the Individuals with Disabilities Education Act (IDEA). This allocation provides funding for children ages 0 through 21. To assist school district staff in addressing the needs of children with disabilities, PCG offers:

  • EasyIEP™, GoalView™, iep.online® - online platforms for IEP development and case management that can seamlessly interface with PCG Education’s EDplan™ and BehaviorPlus™ solutions.


State Fiscal Stabilization Fund

The ARRA appropriated $53.6 billion to states for the fiscal stabilization of education programs. In addition to hiring teachers and preventing layoffs, these funds can be used to develop and enhance school and statewide data bases that measure student performance over time. To assist school districts and states in managing student data, PCG offers:

  • Skopus™ – a web-based data warehouse system that helps schools measure student progress over time, gain meaningful analysis of current school improvement initiatives, and assess instructional effectiveness.
  • SkoVision™ - online school improvement and strategic planning solution that creates an efficient and effective on-going school improvement process.

The appropriation for the State Fiscal Stabilization Fund can also be used to support education services for disadvantaged students and students with disabilities. The appropriation includes $5 billion in competitive grants for innovative programs designed to improve student proficiency. PCG Education offers consulting services and technology to assist school districts to design and/or enhance innovative programs that work for the “race to the top” initiative promoted by the U.S. Department of Education.
