In 1988, the U.S. Supreme Court opened the way for school-based Medicaid billing by upholding a decision by the U.S. Court of Appeals, First Circuit. It all began when the State of Massachussets appealed the Department of Health and Human Services' (DHHS) disallowance of reimbursment for services provided to Medicaid-eligible individuals by employees and contractors of the State Department of Education (DOE).
