In an April 9, 2012 press release, the U.S. Department of Education (ED) and the U.S. Department of Health and Human Services (HHS) announced the availability of $133 million for another state-level Race to the Top – Early Learning Challenge (RTT-ELC) competition. In 2011, 35 states, the District of Columbia and Puerto Rico submitted RTT-ELC applications; only nine states won awards. For the current competition, ED invited only five of the non-winning applicants to participate based on the strengths of their respective original applications. The applicants, Colorado, Illinois, New Mexico, Oregon, and Wisconsin, may apply for up to 50 percent of the amounts they originally requested. Later this spring, ED and HHS plan to provide details on a proposed new district-level RTT-ELC competition.
