The Workforce Innovation and Opportunity Act (WIOA) was signed into law by President Obama on July 22, 2014. The Act reauthorizes the Workforce Investment Act (WIA) of 1998 with several key changes in areas such as Workforce Development Boards structure; One-Stop Operations; Job-Driven Training for Adults and Dislocated Workers; Integrated Performance and Youth Services, to name a few.  Over the past eleven years the public workforce system has long awaited reauthorization that would address the evolving workforce and economic needs as well as the limitations in WIA with respect to training, funding, and service delivery design.  WIOA will become effective on July 1, 2015, one full program year after its enactment. There are several provisions with full implementation effective July 1, 2016.  

 

Passage of WIOA is just one step in a long process of implementation.  PCG will provide frequent updates on the implementation of WIOA to Workforce Development Boards Directors and staff; State and Local Workforce members; One-Stop Operators; Community College leadership and Local and State Government officials. PCG’s workforce experts will monitor formal regulations at the federal, state and local levels as the new Training and Employment Notices (TEN's) are distributed, PCG will offer Technical Assistance sessions to address questions and provide guidance on WIOA. 

 

This following white paper has been prepared by the National Association of Workforce Boards (NAWB) and the Public Consulting Group (PCG) to serve to compare and contrast the Workforce Innovation and Opportunity Act (WIOA) with the Workforce Investment Act of 1998. The document will serve as a Call to Action for those committed to workforce development efforts at every level including direct service staff, state and local boards, and partners of the workforce delivery system.
