The Project:

SSI benefits advocacy on behalf of children in foster care.

The Opportunity:

A U.S. Supreme Court decision in Sullivan v. Zebley 493 U.S. 521, 110 S.Ct. 885 (1990) prompted the Social Security Administration (SSA) to revise the rules used to evaluate childhood disability claims. PCG Human Services™ (formerly FM Blake) was contracted by County of Marin, CA in 1992 to advocate for disability claims on behalf of the 100 children in the county’s foster care system. The success of this project led to contracts with several other CA counties.

The PCG Human Services Approach:

In the County of Marin project, PCG Human Services developed techniques that would allow childhood disability claims to be processed faster, leading to more allowances than the national average.

The Result:

PCG Human Services  is now the SSI vendor for Foster Care agencies representing over 30,000 children in California.  To date, the firm has generated over $150 million in additional revenue for these agencies.

PCG Human Services SSI/SSDI Eligibility and Enrollment Services unit  continues to be on the cutting edge of disability claims for children in the CA foster care system as we help 10 counties to address the mandates of the October, 2007 Assembly Bill 1331, a state law that requires counties to screen emancipating foster youth to determine their potential eligibility for SSI disability benefits.
