Dallas, TX, July 2012 – PCG Education has successfully launched an academic scoring and reporting project in Pakistan. Commissioned through the Punjab Board of Committee Chairmen and in partnership with National Institutional Facilitation Technologies, the system went live June 1 and currently serves more than 1.2 million students with scanning, scoring, and reporting for nearly 9 million exams. Boston, MA, June, 2012 – PCG Education recently contracted with Connections Education, a subsidiary of Pearson, to implement a special education data management system for Connections schools in six states, with possible future roll-outs. Connections operates K-12 online public schools in 22 states which are becoming increasingly popular as an alternative to brick-and-mortar schools. Connections serves a wide range of students, including those with special needs, and the company expects its student population to grow at a rate of approximately 20 percent per year. On June 15, 2012, President Obama announced that, by executive order, his Administration is halting the deportation of young illegal or undocumented immigrants when certain criteria are met. The Administration will provide immunity from deportation for illegal immigrants who are under age 30 and came to the U.S. before age 16, usually brought by parents or other relatives without legal status.

In a report released on June 20, 2012, the Government Accountability Office (GAO) stated that, in school year 2009-2010, charter schools enrolled a lower percentage of students with disabilities than traditional public schools. The report is based on a study that the GAO conducted from February 2011 to May 2012 to address questions about whether charter schools are appropriately serving students with disabilities. The GAO observed that the enrollment processes used by some charter schools may discourage the enrollment of students with disabilities; several charter school officials cited insufficient resources to meet the more intensive needs of some students. As with traditional public schools, charter schools are obligated by federal law to provide education opportunities for all students, including students with disabilities.

On May 31, 2012, a bill was introduced in Congress that proposes to allow greater access to the education records of students in foster care. The Family Educational Rights and Privacy Act (FERPA), with limited exceptions, prohibits local education agencies (LEA) from disclosing personally identifiable information (PII) maintained in a student’s education records without first obtaining written consent from the parent or eligible student. H.R. 5871, nick-named the A+ Plus Act, would add a new exception to FERPA’s consent requirement; consent would not be required for the LEA to disclose PII to a state or local child welfare agency or tribal organization when such agency or organization has responsibility for the student’s placement and care. In a May 29, 2012 press release, the U.S. Department of Education (ED) announced its approval of No Child Left Behind Act (NCLB) waivers for eight additional states: Connecticut, Delaware, Louisiana, Maryland, New York, North Carolina, Ohio, and Rhode Island. ED previously granted NCLB waivers for 11 states; 18 additional waiver applications are still under review. The approved states must agree to “prepare all students for college and career, focus aid on the neediest students, and support effective teaching and leadership.”

On May 24, 2012 the National Center for Education Statistics (NCES) released online its Condition of Education 2012 report. The report presents 49 indicators of the status and condition of education and provides a closer look at how U.S. high school education has changed over the past 20 years. The report reflects an overall increase in student enrollment between 1980 and 2010; full-day preschool enrollment increased by 26 percent and, while enrollment for students ages 5 through 15 remained mostly stable, enrollment for 16 and 17 year-olds increased by nearly 10 percent.
