The Departmental Appeals Board (DAB) of the Department of Health and Human Services (HHS) upheld ACF’s imposition of a penalty of $289,649 for failure to submit semi-annual data standards required as part of Chafee Foster Care Independence Program (CFCIP). On March 12, 2013 the House Education and the Workforce Committee approved the Supporting Knowledge and Investing in Lifelong Skills (SKILLS) Act (H.R. 803), which would reauthorize workforce programs under the Workforce Investment Act of 1998 (WIA, P.L. 105-220).The bill remains largely unchanged from the one approved by the committee last year. It would consolidate 35 federal workforce programs into one Workforce Investment Fund and would provide a governor’s set-aside of 15% of all funds allotted for statewide employment and training activities. On March 6, the House passed legislation that continues spending authority across all programs at the 2012 level through December 31, 2013. The House bill does not reverse the March 1, 2013 sequester of federal funding. However, it does include reductions to all programs to ensure that overall discretionary funding levels are maintained consistent with the Budget Control Act of 2011. This Continuing Resolution (CR) will not force additional cuts set to take effect on March 27, 2013. [More]

On March 5, 2013, House Human Resources Subcommittee Chairman Dave Reichert (R-WA) introduced the Temporary Assistance for Needy Families (TANF) Extension Act of 2013. Under current law, the TANF program is authorized through March 27, 2013. The TANF Extension Act would extend the program’s authorization through December 31, 2013. [More]

As of March 2013, the U.S. Department of Education (ED) has granted No Child Left Behind (NCLB) waivers to 34 states and the District of Columbia. In exchange for the waiver, each recipient had to agree to, among other things, develop and implement a teacher and principal evaluation and support system that includes student academic growth as a factor. In a March 6 article, Education Week reported that of the 35 waiver recipients, only 12 have obtained ED’s approval of their teacher and principal evaluation systems. [More]

In a March 7, 2013 statement posted on the U.S. Department of Education’s official blog, Secretary Arne Duncan urged Congress to undo the sequestration budget cuts to education programs. He stated that school districts that are more dependent on federal funds because they are located in areas with little to no local property tax base will be among the worst harmed by the federal budget cuts.
