Pennsylvania Takes Steps to Implement Health Care Reform

 

Governor Edward Rendell issued an Executive Order on May 19 directing Pennsylvania’s implementation of the federal health care reform law.   The Executive Order creates an internal state working group, twelve key members of the Governor’s administration, designated as the Commonwealth Health Care Reform Implementation Committee.   This is to be assisted by an external advisory panel including health care insurers, providers, purchasers, consumers, and policy experts, the Commonwealth Health Care Reform Implementation Advisory Committee.   The first committee’s immediate tasks include designing Pennsylvania’s high risk pool for uninsured adults with pre-existing conditions.  Pennsylvania already has been allocated $160 million in federal funds for this pool.   The Implementation Committee will also design Pennsylvania’s health benefit exchanges; identify technology, organizational, and process improvements to support Pennsylvania’s implementation of its many responsibilities under the federal law; prepare a comprehensive strategic plan for implementation; and identify necessary state legislative action.
