Director of International Services
Richard Maguire leads the PCG global team. His role includes market development, client relations, strategic planning, and organizational development for global operations. Maguire came to PCG from the University of Massachusetts Medical School where he was Executive Director of Human Resources and Global Projects for the Commonwealth Medicine strategic business unit which provided clinical and consulting services to 33 states and 30 countries. He is a senior faculty member in the Master of Public Administration and Master of Science in Professional Communication Degree Programs at Clark University in Worcester, Massachusetts. Maguire formerly held a position of Dean of Continuing Education at Anna Maria College.
He has twenty-five years of global organizational consulting experience with clients including: EMC2, EMC2 Limited Bangalore India, Pfizer PGRD, Texas Instruments, The International Chiefs of Police Association, The Institute for Transitional Economies, The US Army, The US Navy, Electricite’ de France, and Gaz de France. He has participated in USAID funded projects with delegations from Tanzania, Cote d’Ivoire, Russia, Uzbekistan, and China.
Maguire holds a Bachelor of Science Degree from Syracuse University, a Master of Arts Degree from Emerson College and has completed his doctoral course work in Adult and Human Resources Education and Training at The University of Connecticut.
Director
Kathy Fallon is a senior level consulting executive at Public Consulting Group. She has worked in government and government consulting for over 24 years working with a number of funding sources including, but not limited to, TANF Medicaid, Title IV-E, CCDF and Title IV-D. She has been with PCG for over 12 years and previous to this, Ms. Fallon worked for the Commonwealth of Massachusetts for eight years both in the legislature and in the Executive Office of Administration and Finance managing state budget and finance. While with PCG, Ms. Fallon has worked in nearly half of the states in the US focusing primarily on improving the business of government by improving fiscal functioning, service delivery and operational process. Ms. Fallon has a Master of Public Administration and currently teaches graduate level MPA students at the University of Massachusetts in the art and science of public budget and finance.
Manager
David Ronka is a senior level consulting executive at Public Consulting Group. He has 15 years of public sector experience, including consulting with school districts and working with educational data systems. He has designed and delivered professional development for adult learners in many contexts and settings, including the use of data to better inform instructional decision making and the use of technology in schools. Additionally, Mr. Ronka has implemented educational data management systems for school districts, and has helped schools identify and develop data reports that target specific improvement goals. Mr. Ronka earned his Bachelor of Arts and Bachelor of Science from Tufts University and Master of Education from Harvard University.
Senior Advisor for Strategy, Research, and Design
Julie has spent the past decade leading research, development, and program evaluation projects related to students' K–12 literacy development and serving as a Teaching and Learning consultant to national, state, and district projects. A sought-after keynote speaker, reviewer, conference presenter, and workshop leader, Julie brings substantive experience as a teacher, teacher educator, and leadership coach to her work in the areas of systemic school improvement, capacity building, and design of professional development services and materials. She is author or coauthor of many educational articles, professional development materials and resources, and four books: Taking the Lead on Adolescent Literacy: Action Steps for Schoolwide Success (Corwin and IRA, 2010); Meeting the Challenge of Adolescent Literacy: Practical Ideas for Literacy Leaders (IRA, 2009); Taking Action on Adolescent Literacy (ASCD, 2007); and Adolescent Literacy: Linking Research with Practice (Education Alliance, 2002). She holds a master's degree from Lesley University in the area of arts and learning and a doctorate from the department of teaching and learning at Virginia Tech.
Associate Project Manager
Mr. Waldinger is a health care, finance and policy subject matter expert. Mr. Waldinger's work focuses on maximizing Federal government revenues and implementing cost savings initiatives. Among his many current engagements, Mr. Waldinger focuses much of his attention on three main areas: Medicaid overpayment and recovery initiatives (design and implementation of audit and recovery initiatives); health care reform implementation; behavioral health delivery system assessments and improvements.
Prior to joining PCG, Mr. Waldinger served as the Chief Financial Officer (CFO) and Budget Director for the Commonwealth of Massachusetts Medicaid program where he administered an $8.5 billion US Medicaid budget, and served as the financial lead in the state's development of its own landmark health care reform legislation. Mr. Waldinger also served as the CFO for a behavioral health managed care company. He graduated from University of Connecticut (Bachelor of Arts) and Northeastern University (Master of Public Administration).
Office Director – Poland
Christen Hunter is a director of the PCG Polska office in Lodz Poland. Ms. Hunter has 15 years of experience working with public sector clients to implement technology solutions. She is currently responsible for building the PCG Polska team and services to meet the needs of public sector clients across Poland and the EU. For the past 8 years her principle focus has been education, with particular emphasis on supporting students with individual learning needs. She has been instrumental in using technology and data to provide educators with innovation solutions to improve instruction, streamline administrative processes, and promote higher student achievement. As a seasoned consultant and project manager, she brings implementation experience, a proven commitment to adding value and exceeding client expectations, and strong training, presentation, and facilitation skills. Ms. Hunter has a BA from Furman University in Sociology and a Master's in Public Administration from the Ohio State University.
Senior Associate
Małgorzata Marciniak manages projects, provides consultancy and delivers professional development trainings to educators. Ms. Marciniak has experience from K-12 education as well as higher education. She has managerial experience in international educational projects gained in Europe and in the US. She currently manages a European project entitled: Using Data for School and Student Improvement www.datauseproject.eu funded by European Commission with participation of partners from UK, Germany, the Netherlands, Lithuania and Poland. She is pursuing her PhD on data use for student outcomes improvement. The areas of her research also include school leadership, strategic planning and change management in education. She holds a Master degree in English Philology from University of Lodz. She also studied Intercultural Communication Program at the University of Tampere in Finland and Project Management at Harvard University. She is a certified Project Management Professional (PMP).
Consultant
Łukasz Nowak is a consultant with the education department at Public Consulting Group. His responsibilities include a wide range of projects connected with the organization of special education processes at schools, reorganization of school systems, general education consulting, training and professional development of teachers. In the course of his 3-years career at PCG he has worked with a number of schools in the United States and in Poland supporting them in the implementation of education reforms and refining their organizational and managerial strategies. Łukasz Nowak is a graduate of the Master of Science in Professional Communication program at Clark University, Worcester, USA.
Consultant
Joshua Romaneo has over 5 years of experience designing and implementing education data systems, with expert knowledge of data collection and validation, portal design and enhancement, and data analysis and reporting. His primary focus is working with clients to improve the quality and accessibility of data and increasing the stakeholders' capacity to use data for continuously improving school and student performance. Prior to joining PCG, Mr. Romaneo dedicated 2 years to addressing the US education achievement gap as a Teach For America corps member teaching math and science in low-income communities. He holds a Bachelor of Science degree in Mechanical Engineering with a minor in Economics from Bucknell University and a teaching degree from Rio Salado College.
Business Analyst
Ewa Kochanowska brings almost 2-year-long experience of project work in the human services field in the US. Ms. Kochanowska has managed projects providing employment services and trainings for welfare-to-work clients and became an expert on identifying and addressing various customer needs. She has also been engaged in projects regarding gifted and special needs students, minority and migrant populations, employability trainings for disadvantaged groups, activization models for elderly and aging plans.
Recently, Ewa has been providing business diagnosis, school evaluation, and student performance improvement services based on the educational data. Ms. Kochanowska has previous experience as a Project Manager, Public Relations Coordinator, Office Manager and a Marketing Specialist. She holds a Master of Arts in International Relations degree from University of Lodz in Poland and a Master of Science in Professional Communication degree from Clark University in Worcester, MA. She studied Strategic Management at Harvard University, MA and was a scholarship holder at the Faculty of Sciences of Organization at the Université Paul Valéry, Montpellier (France).
Business Analyst
Marta Chrzanowska focuses on special education projects tailored to support school districts with data management and data-driven decisions at district, school and instructional levels. Ms. Chrzanowska provides leadership in the implementation, training, and support of special education data management systems in the State of Washington and in Boston, Massachusetts. Building on her US experience in the field, she has served as a project manager for the development of special education management system for Poland. Marta Chrzanowska holds a Master’s in International Management (CEMS – The Global Alliance in Management Education) from Copenhagen Business School and a Master’s Degree in Economics from Warsaw School of Economics. Ms. Chrzanowska was also awarded an international scholarship in economics at Università Cattolica del Sacro Cuore in Milan.
Business Analyst
Aleksandra Mastalerz is responsible for organizational and administrative matters as well as financing of the projects undertaken by PCG Poland in cooperation with both foreign and domestic partners. She has vast experience in areas of trainings coordination, leading teams of IT developers and developing information systems operating in e-environment. She graduated from Business and Technology specialization at the International Faculty of Engineering, Technical University of Lodz. She defended her M.Sc. degree deeply analyzing e-learning solutions and Learning Management Systems. She also studied at Copenhagen University College of Engineering, where she was working with an international team of students under the program of European Project Semester.
Business Analyst
Jan Kozak started his work at PCG in August 2011. He has worked on many projects related to cost reporting, rate setting, and managed care in healthcare sector in the USA. He has also been exploring opportunities for Public-Private Partnerships in the healthcare sector in Poland. Jan holds a Master degree in economics from Warsaw School of Economics, where he wrote his thesis on cross border healthcare in the EU.
Business Analyst
Klaudia A. Kruszynska joined PCG in October 2011. Her main tasks are mostly related to new technologies implementation processes in Education. Klaudia, for the most part, is responsible for contact with Polish educational institutions in order to improve the effectiveness of new technologies in serving students with special educational needs and managing data. She graduated from Furman University, USA (Bachelor of Arts) and Universitat de Barcelona, Spain (Master in International Studies).
Apprentice Business Analyst
Lidia Kupiec joined the team in August of 2011. She supports the PCG International Team in developing and implementing new IT solutions in the educational field. Her major projects include coordination and assistance with the most efficient use of modern technologies for data collection and analysis. Lidia is also involved in developing and implementing EdPlanTM – the new software for special education management in the Polish market. She holds a Bachelor’s Degree in Economics and International Relations from Wellesley College, USA and a Master’s Degree from Warsaw School of Economics, where her major was International Business. Lidia is interested in the dynamics of welfare state and as a result she made it the subject of her Master’s thesis, which she defended under the academic supervision of Professor Leszek Balcerowicz.
