ACF has published policy questions to the Child Welfare Policy Manual (CWPM) 8.1H Title IV-E, Administrative Functions/Costs, Training that highlight sections of Fostering Connections for Success and Increase Adoptions Act which address changes in Title IV-E  Training reimbursement. Since the signing of Public Law 101-239 in December 1989, states with approved plans have been entitled to claim 75 percent reimbursement for the training of personnel employed or preparing for employment by the state agency. With the growth in privatized child welfare services, many states, private stakeholders and advocacy groups have sought release of the restriction of training reimbursement for employees and those preparing for employment. With the passage of Fostering Connections legislation, by 2013 states will be eligible to claim 75 percent reimbursement for a wider group of training audiences which include: staff at approved child welfare agencies (i.e. child placing agencies, community-based care agencies), staff at juvenile courts dealing with child abuse and neglect cases including judges, agency attorneys, attorney for the parents and children, guardian ad items, and other court appointed advocates.
 
As early as October 1, 2008, states could begin claiming these enhanced costs beginning at 55 percent in FY 2009, 60 percent in FY 2010, 65 percent in FY 2011, 70 percent in FY 2012 and finally 75 percent in FY 2013. The types of expenditures as well as the specifics related to training topics are consistent with prior law requirements, but the broader audience clearly aids states in maximizing on training reimbursements. In most states, extensive training and in some instances certification is required for contracted child welfare staff, so increased reimbursements is advantageous for states. States must submit revised Title IV-B state plan as well as amendments to revise the cost allocation plan to begin claiming. And while the opportunity began in October 1, 2008, many states have not initiated this opportunity. 
 
Also, in this section of the CWPM, Question 8, there are additions to the Title IV-E training topics that a state may claim at the enhanced federal financial participation rate. With multiple Departmental Appeal Board decisions and increased emphasis on allowable training activities, ACF continues to broaden the range of allowable training topics.
