The Child Welfare Policy Manual was updated on February 1, 2010 with questions related to Independent Living:

  • Section  3A - Data Elements
  • Section  3B -  Data Collection, Outcome Measures
  • Section 3C - Data Collections, Systems Requirements

The updates highlight the data requirements for the National Youth in Transition Database and how states should report information for the aging out population. Two important distinctions are made regarding the NYTD system:

  1. States are to collect and report independent living services information on youth who fall within the served population, as defined by 45 CFR 1356.81(a).
  2. States are to collect and report outcomes information on youth who are in the baseline and follow-up populations, as defined by 45 CFR 1356.81(b) and (c) respective
