Since passing the Fostering Connections to Success and Increasing Adoption Act (FCSIAA), child welfare directors have voiced their frustration in being required to ensure the educational stability of children coming into foster care in school systems in which they have no control. FCIAA mandated that children be allowed to remain in the school of origin. Often times, the school system is outside the geographical catchment area and school systems have resisted allowing children to be admitted.  Child welfare agencies are obligated to coordinate with local education agencies; however, the same requirements were not given to educational agencies. The Fostering Success in Education Act, introduced in November, 2009, requires educational agencies and school systems to be accountable for the academic well-being of young people in foster care. The vision is to create a seamless coordination between child welfare and state and local education agencies to meet the educational needs of foster children. The Senate bill currently sits in the Health, Education, Labor and Pensions committee, with additional sponsors being added within the last week. This may be an indication that the bill is obtaining momentum and will be passed. This legislation will support the requirements for educational stability that each foster child is entitled to.   If passed, there will be multiple opportunities for PCG to work with current and prospective clients in revising Title IV-E state plans and developing mechanisms to ensure that all assurances are met.
