Applications from 35 states and the District of Columbia have been submitted for the second round of the Race to the Top (RTT) competition as of the June 1, 2010 deadline.  Several states that participated in the first round, but did not win awards, elected not to submit applications for the second round.  These states are Idaho, Indiana, Kansas, Minnesota, Oregon, South Dakota, Virginia and Wyoming.  Tennessee and Delaware were the only two states to win awards in the first round and are not eligible to participate in the second round.  $3.4 billion remains in the RTT fund and Education Secretary Arne Duncan proposes to select up to 15 winners by September 2010.  A number of states have passed new education reform legislation in efforts to improve their applications and their chances of winning.  Six states that did not participate in the first round have submitted applications for the second round. These first-time applicants are Maine, Maryland, Mississippi, Montana, Nevada and Washington.  Not participating in either round of the competition are Alaska, North Dakota, Texas and Vermont.
