Legal arguments began to be presented on July 2 in Federal District Court in Richmond, Virginia challenging the health care reform law, centering on the law's mandate that individuals purchase health insurance or be required to pay a penalty. Arguments were given by both sides around the federal government's power to tax and impose requirements under the Commerce Clause. U.S. District Court Judge Henry E. Hudson questioned both sides aggressively and said he would rule within 30 days. Both sides expect the case eventually will be decided by the U.S. Supreme Court.
