The 2011 Office of Inspector General (OIG) work plan identifies all programs that will be audited in this federal fiscal year.  It appears that the work will focus on the appropriate claiming, reporting, and liquidation of the American Recovery and Reinvestment Act (ARRA) funds for all federal agencies that received funding.  The programs administered by the Administration for Children and Families (ACF) to be reviewed include:  Community Services Block Grant, Early Head Start, Head Start and Temporary Assistance for Needy Families (TANF).  The audits of Community Services Block Grant, Early Head Start and Head Start are well underway, some having been initiated as early as the third quarter of 2009 and continuing throughout 2010.   According to the work plan, the reviews for TANF will focus on the $5 billion released for the Emergency Contingency fund related to a determination of whether the state complied with TANF eligibility requirements and a review of the non-recurring short term benefits.  This work is scheduled to begin in the third quarter (April to June) of 2011.  It appears from the OIG work plan that eight reports will be generated for eligibility determinations and eight reports for reviewing the non-recurring short term benefits claimed by the states.
