Each time Congress approves a continuing resolution (CR) to keep the federal government running, a budget measure is introduced that reduces FY 2011 spending a little more.  The latest CR added an additional $6 billion to cuts, including a $1 million reduction in the Child Care and Development Block Grant, which eliminates the Childcare Aware Toll Free Hotline. In addition, the House recommends an additional $349 million in the Child Care Block Grant for the current year, a devastating amount to states that struggle with lengthy child care waiting lists.  The House and Senate are separated by huge gaps in the amount of reductions to place on states during the current year. The House proposes reductions in the following human service areas:  Head Start - $1.4 billion, Community Service Block Grant - $305 million, Substance Abuse and Mental Health - $214 million, IDEA State Grants - $200 million, Juvenile Justice - $80 million, Title IV-B, Mentoring Children of Prisoners - $49 million.
