The Administration for Children and Families (ACF) has recently published in the Federal Register a request of comments pertaining to different programs. An examination of the proposed information collection activity is required by the Office of Management and Budget (OMB) and is part of the Paperwork Reduction Act. The Federal Register provides contact information for how states may provide comments related to the programmatic issue. OMB is required to make a decision concerning this information collection activity between 30 and 60 days after publication of this document in the Federal Register. Therefore, a comment is best assured of having its full effect if OMB receives it within 30 days of publication.
- State Plan Amendment for Child Support under Title IV-D of Social Security Act. On April 12, ACF released a request of comments regarding the state plan and amendment requirement for Child Support. The Office of Child Support Enforcement approves Title IV-D for each state. Each state is required to amend the state plans only when necessary to incorporate new or revised Federal statutes or regulations, or material change in state law. An assessment of how much time is required in compliance with Paperwork Reduction Act.
- SACWIS Assessment Review Guide. On April 12, ACF released a request for comments on the SACWIS Assessment Review Guide (SARG). The SARG provides a format for describing a state's SACWIS system functionality, operation and outputs; it is submitted when a state's SACWIS system is operational statewide to initiate a review. The information collected in the SARG enables federal reviewers to determine if the state's SACWIS meets the requirements for Title IV-E Federal Financial Participation and the goals, objectives and budget of the approved Advance Planning Documents. Forty-two states have developed, or are developing, a SACWIS with federal financial participation.
- Deficit Reduction Act of 2005 (DRA) Temporary Assistance for Needy Families (TANF) Final Rule. On April 14, ACF requested comments about continuing the information collection activity imposed under the TANF reauthorization without change. When the Deficit Reduction Act of 2005 (DRA) reauthorized the TANF program, it imposed a new data requirement: (1) that states prepare and submit data verification procedures and (2) replace older data requirements with new versions, including the TANF Data Report, the SSP-MOE Data Report, the Caseload Reduction Documentation Process, and the Reasonable Cause/Corrective Compliance Documentation Process.
