The New Jersey Department of Human Services, Division of Medical Assistance and Health Services (DMAHS), has submitted a May 16 concept paper to the Centers for Medicare and Medicaid Services (CMS) proposing a comprehensive Medicaid/Children’s Health Insurance Program “section 1115” demonstration waiver program that would consolidate all existing state plan services, five home and community-based services waiver programs, a “freedom of choice” waiver program, two earlier section 1115 waiver programs, and multiple contracts with managed care organizations.  Among numerous important objectives, the new proposal would improve access to primary care, promote home and community based services (as alternatives to more costly institutional care), and reward recipients appropriately for healthy behaviors and adherence to their plans of treatment.  New Jersey also proposes an early phase-in of Affordable Care Act (ACA) requirements on increased Medicaid payments for primary care practitioners as well as participation in two ACA demonstration projects testing the use of global payment methods.
