Senator Wyden (D-OR) introduced legislation creating a grant program to encourage innovation and interagency collaboration and provide incentives for the improvement of child well-being. The legislation would commit $160 million over the next decade for a grant program. The bill calls for the U.S. Department of Health and Human Services (HHS) to provide a report to Congress on recommendations for how eligibility for Title IV-E could be most effectively de=linked from the 1996 AFDC income standards. When Sen. Wyden introduced the legislation it was stressed that the federal government currently spends ten times as much on foster care as it does on preventative or pre-placement services.  Sen. Wyden suggested that the Promoting Accountability and Excellence in Child Welfare Act of 2011 would offer states new and flexible resources to increase their early intervention, reunification, adoption and support service activities. The bill has been referred to the Senate Finance Committee for additional review and consideration.
