Ohio Governor John Kasich's office recently submitted a draft proposal to the Centers for Medicare & Medicaid Services (CMS) to create Medicaid "health homes", which are designed to better coordinate physical and behavioral health care for people with severe and persistent mental illness.  If approved, the plan "would allow the federal government to cover 90% of the cost of care coordination (with a 10% state match) for those individuals."
