Cheryl Liebling, Ph.D.

Cheryl Liebling is Director of Literacy Services. She serves on PCG's Education Content Consulting management team, supervises literacy staff members, and leads initiatives including K-12 district literacy program reviews and action planning, implementation of the Common Core State Standards, and consultation on literacy curriculum, instruction, and assessment. She is Director of Professional Development for the Tennessee Academic Specialists (TAS) program and is a client lead for the Monterey Peninsula's Response to Intervention initiative.

Experience

In her role as TAS Professional Development Director, Dr. Liebling is responsible for developing and overseeing delivery of professional development for 125 academic specialists who are supporting educators in 146 high priority, low performing, K–12 schools. In addition, Dr. Liebling is a client lead for Response to Intervention (RtI) consulting services, conducts district-wide literacy program reviews, and supports district literacy action planning. Dr. Liebling brings to PCG almost 30 years of experience working in early and adolescent literacy. Prior to joining PCG, she directed the Office of Literacy at the Massachusetts Department of Elementary Education (ESE), where she led the state's highly regarded Reading First project, including its comprehensive approach to early reading professional development at the state, regional, district, and school levels; the state-funded partnership grant program that supports early and adolescent literacy projects across Massachusetts; and the Secondary School Reading Project. Dr. Liebling also served as a state advisor to the Common Core State Standards project and chaired the Massachusetts Literacy Task Force that produced recommendations for a P–12 Literacy Plan for the Commonwealth. Prior to joining the ESE, Dr. Liebling served as a senior research associate at RMC Research in Portsmouth, NH; assistant professor of education at Rivier College, Nashua, NH; and research associate at the Center for the Study of Reading at BBN Labs, Cambridge, MA.

Publications and Presentations

Throughout her career, Dr. Liebling has published widely on language and literacy and has presented on a wide range of literacy topics at numerous national, state, and local meetings. Since joining PCG Education in 2010, Dr. Liebling wrote a white paper on the Common Core State Standards and has created an action planning process and toolkit for Response to Intervention. She presented on Response to Instruction and Intervention for the Monterey (CA) Peninsula Unified School District and at the Education Research and Development Institute in Collingswood, Ontario. She also presented on the TAS program in Nashville and provided professional development on the Tennessee Common Core State Standards. Dr. Liebling has also presented on the Common Core State Standards at the Institute for Innovative Leadership in Memphis.

Education

Dr. Liebling earned a Ph.D. in language and literacy from the University of California, Berkeley. She also holds an M.A. in psychology of school subjects and reading from Columbia University and a B.A. with Distinction in elementary education from Simmons College, Boston.
