Walt Turner
Walt Turner serves as an educational and special education consultant for various PCG Education projects. He previously served as the project manager for Virginia EasyIEP™ and Fee for Service and continues to consult on Virginia projects. He has worked and continues to work with school divisions in Virginia, as well as other areas, such as Providence, Rhode Island and Washington D. C., to set up and configure their special education management systems. Mr. Turner provides training and consulting in a number of areas, including special education management, Medicaid documentation and billing, development and management of Response to Intervention management systems, and school improvement planning development and management. Mr. Turner was part of the team that developed a state-wide IEP and special education management system for the states of Tennessee and New Hampshire.
Mr. Turner is currently involved in the continued development of PCG Education’s EDplan™ Response to Intervention (RtI) management system and has implemented EDplan™ in several Virginia districts. He is currently implementing RtI systems in Charlotte/Mecklenburg, North Carolina Public Schools as well as Wake County, North Carolina Public Schools. He has also consulted on the development of RtI systems in the state of Georgia.

Mr. Turner served for 30 years in Henry County Public Schools, Virginia, in a variety of teaching, coaching, administrative and special education roles. His positions included Director of Special Education, Principal, Teacher, and Coach, which earned him the District Basketball Coach of the Year award. During his time as Director of Special Education, he led the development of a behavior management system for the school division.
Mr. Turner has served on the boards of a number of professional organizations, including the Virginia State Special Education Council, the Special Education Advisory Board of Radford University, the Training and Technical Assistance Center Advisory Board of Virginia Tech University, and the Assistive Technology Task Force for the State of Virginia.
Mr. Turner earned a Bachelor of Science in Education from Appalachian State University and a Master of Education from the University of Virginia. He also completed Administrative coursework at Virginia Tech University and Radford University.
