Jamie Kilpatrick
Mr. Kilpatrick, a senior consultant with Public Consulting Group's (PCG's) PCG Human Services division, brings to the position nearly 15 years of experience working with Tennessee children, adolescents, and families in a variety of roles. Most recently, as Director of IDEA Early Childhood Services in the Tennessee Department of Education, he supervised statewide efforts for IDEA Part C – Early Intervention Services and IDEA 619-Preschool Services. Mr. Kilpatrick will use his prior experience to help other states address the challenges he faced in Tennessee: APR compliance, stakeholder involvement, huge fiscal shortfalls, and American Recovery and Reinvestment Act (ARRA) funds accountability concerns.

Mr. Kilpatrick served as Director of IDEA Early Childhood Services in the Tennessee Department of Education from 2006 to 2011. In this role, he monitored compliance, assisted with federal reporting requirements, and planned and tracked the expenditure of state and federal IDEA Part C – Early Intervention funds for the state’s early intervention and preschool special education services. He also provided training and technical assistance to the programs and successfully led the development and implementation of the Tennessee Early Intervention Data System (TEIDS), a groundbreaking government database.
Prior to this role, Mr. Kilpatrick was West Tennessee Regional Consultant for the University of Tennessee at Martin’s University Child and Family Grants programs. In this position, he monitored program compliance, assisted with federal reporting requirements, and planned and tracked expenditures of state and federal IDEA funds. He also oversaw training and technical assistance to local programs and led a workgroup on funding and data system development.
Mr. Kilpatrick’s experience also includes work as a service coordinator for the Tennessee Early Intervention System and as a clinical case manager for Camelot Care Center in Oak Ridge, Tennessee.
Mr. Kilpatrick is a frequent invited national speaker for the federal Office of Special Education Programs (OSEP) on topics of data-based decision making, team leadership, and fiscal accountability.
Mr. Kilpatrick completed doctoral coursework in public administration at Tennessee State University's Institute for Public Service in Nashville, Tennessee. He holds a Master of Science in Education from the University of Tennessee at Martin and a Bachelors degree in Sociology with an emphasis in criminal justice and a minor in psychology from the University of Tennessee at Knoxville. He is also a 2008 graduate of the Tennessee's Government Executive Institute at the University of Tennessee's Institute for Public Service.
