Jennifer MacBlane
Jennifer MacBlane, a senior consultant with PCG, is a leader in child welfare revenue management and cost containment. Her focus is in assisting child welfare agencies to better serve children within their existing resources, and to help them identify additional resources. Her expertise includes operations management, including workload and performance tracking, as well as forecasting, tracking, and management of federal funds. She also provides budget administration, grant allocation, and revenue maximization assistance. An additional area of interest is assisting agencies to obtain resources for transitional age foster youth and facilitating successful outcomes for this population through the establishment of provider networks and consumer choice.

Ms. MacBlane previously worked for the Commonwealth of Massachusetts Executive Office of Administration and Finance, Fiscal Affairs Division, as a senior fiscal policy analyst and as Assistant Budget Director. In these roles, Ms. MacBlane oversaw more than $8 billion of state spending in the areas of health care, public safety, environment, housing, and transportation. She supervised five budget analysts in the preparation of the Governor’s budget recommendations and the daily oversight of agency spending, and collaborated with agencies to resolve fiscal challenges such as budget and revenue shortfalls and changes in state and local law. As Budget Manager for the Massachusetts Department of Children and Families (DCF), Ms. MacBlane forecasted and tracked expenditures of approximately $750 million across administrative and program accounts.
At PCG, Ms. MacBlane has worked with a variety of child welfare agencies. She manages all federal revenue functions for the Massachusetts DCF, including achievement of an annual revenue target of approximately $110 million in Medicaid, Title IV-E, Supplemental Security Income, and child support revenue receipts. Under her management, PCG has reduced the cost of the contract to the State, while enhancing the scope of services to include implementation of the Fostering Connections to Success and Increasing Adoptions Act of 2008. Ms. MacBlane has also worked with provider agencies in Florida and Massachusetts to improve cost reporting, implement client benefit management systems, and develop strategic plans. In Indiana, Ms. MacBlane worked with the State child welfare agency to develop cost-based rates for contracted foster care providers, which included an assessment of national provider rate setting practices. Ms. MacBlane has also worked with child welfare agencies in Pennsylvania and North Carolina, and is currently assisting the District of Columbia to implement a Medicaid Administrative Services Organization.
Ms. MacBlane serves as an instructor of public budget and finance at the University of Massachusetts, Boston.
Her recent presentations have included: “Manage Funds, Empower Choice” for the Daniel Memorial Institute’s National Independent Living Conference; “Managing the Aging American Workforce” for the Child Welfare League of America’s annual conference; and “Baby Booming Issues: the Financial Impact of Aging” for the Human Services Finance Officers annual conference.
Ms. MacBlane earned a Bachelor of Arts in Psychology from State University of New York, College at Oswego and a Master of Public Administration degree from Arizona State University.
