Kay Casey

Kay Casey has over 20 years of experience in federal and state child welfare policy and programs, having worked for the federal Administration for Children and Families (ACF) and the Florida Department of Children and Families prior to joining PCG. She is responsible for the review and assessment of fiscal processing systems that impact a state’s ability to identify, document, and report expenditures for federal reporting purposes accompanied with the programmatic impact on the state’s system of care. Among her projects since joining PCG, Kay has managed fiscal monitoring of Florida’s privatization of child welfare services for allowability and compliance with federal guidelines,; served as Technical Advisor and Policy Reviewer for a Pennsylvania (PA) statewide quality control administration for Title IV-E compliance services for 67 PA counties; served as Business Project Manager for a PA SACWIS feasibility study; and provided ongoing technical assistance on federal policy changes as they impact the Commonwealth of Massachusetts, Department of Children and Families,and State of Indiana Department of Children Services.

Experience

Before joining PCG, Kay Casey was the Senior Financial Operations Specialist for Child Welfare at the Administration for Children and Families in Region IV- Atlanta Office. In that position, she provided extensive technical assistance and oversight of federal funding streams to the eight Southeastern states. During her tenure at ACF, she led the financial segment of Title IV-E Eligibility Reviews in Alabama, Florida, Georgia, Kentucky, Mississippi and Tennessee. Of those, three states were placed under Program Improvement Plans, which Kay negotiated with the states. In addition, the ACF Children’s Bureau requested that Kay participate in and provide financial guidance to a Secondary Review for the State of Iowa. Prior to her federal service, Kay worked for Florida’s Department of Children and Families in a variety of positions including direct service and supervision of child protection workers and clients, oversight and technical assistance at the district and central office levels on all areas of fiscal accountability in regard to federal and state laws, regulations, and policies.

Awards

Kay was awarded the “Award of Excellence” from the Southeast Regional Administrator for her work in addressing unallowable costs claimed totaling in excess of $90M federal funds. Among her other awards, Kay received the Southeast Regional Administrator’s Award – Region IV Award for Teamwork in December, 2003, a commendation from the Regional Administrator of Administration for Children and Families in 2002, a Davis Productivity Award in 1997, and a Letter of Commendation from Governor Lawton Chiles in 1992.

Appointments

Kay was appointed to the Mills Bill Child Abuse Prevention Task Force, District 6, Tampa, Florida to assess and manage the disbursement of funds for child abuse prevention initiatives and a Florida Statewide Revenue Maximization Task Force designed to identify and ensure the efficient use of state and federal funds.

Education

Kay earned a Bachelor of Social Work degree from Florida State University and a masters degree from the Southern Baptist Theological Seminary in Louisville, Kentucky. Her additional training includes mandatory grants training, project officer training, advanced grants management, and federal reporting for chief financial officers.
