Sam Bone, Senior Consultant, will be presenting in the following session: 

Tackling equity in adoption: Michigan pilots person-centered payments to accelerate permanency part of Explorations of Practical Application to Diverse Public Health Issues

About the session: The Michigan Department of Health and Human Services (MDHHS) partnered with Public Consulting Group (PCG) in 2021 to examine the efficacy of value-based payments for the state’s adoption providers. The goal of these payments is to incentivize timely adoption for all children, thereby reducing time spent in unstable living environments that contribute to well-known adverse public health outcomes. The original rate structure incentivized timely adoptions through larger payments for adoptions finalized quickly.

PCG and MDHHS are rebuilding the rate system to be more equitable. Payment timelines are now person-centered, based on a child’s predicted time in care. PCG analyzed three years of case data to identify the populations most associated with prolonged time in care and is prioritizing funding for these children. Monthly payments are customized for eight identified populations and can be amended if a child’s circumstance changes while in the adoption system. The new rate structure gives children and providers the financial support to meet their needs while still incentivizing timely adoption in a time frame that makes sense for each child.

New York State Public Health Corps: Utilizing public-private partnerships to increase local and state capacity for emergency preparedness and disaster response.

About the poster: The COVID-19 Public Health Emergency exposed systemic challenges with the public health workforce, including lack of funding, a limited pipeline, and challenges with hiring. In response to these challenges, the New York State Department of Health (NYSDOH) formed the New York State Public Health Corps (NYSPHC) Fellowship Program in 2021, a first-in-the-nation program to bolster the public health workforce at both the local and state level and develop the next generation of public health professionals. 

In July 2021, NYSDOH sent Letters of Interest to the 57 eligible local health department (LHDs) to implement NYSPHC in their counties. In 2022, NYSDOH collaborated with Public Consulting Group (PCG), to successfully facilitate hiring and workforce development activities for counties unable to do so due to civil service restrictions and legislative hiring challenges. 52 LHDs are participating in NYSPHC, of which 15 LHDs are using PCG to hire Fellows. PCG has hired 62 Fellows to date, with nine pending start, and 27 positions under recruitment. Compared to the traditional civil service model which on average takes 119 days, the time from an initial screening interview to a candidate’s start date is 35 days on average in the public-private partnership hiring model.
